This mandate comes from the DoD Directive 8570.1 “Information Assurance Training, Certification, and Workforce Management,” August 15, 2004. It outlines the training and certification procedures for the DoD workforce that has Information Assurance functions.

Training is a requirement for any full-time or part-time civilian employee, military service member, contractor, or local national with privileged access to a DoD information system performing information assurance (security) functions, regardless of job or occupational series.
